Primary and lower secondary education for adults
Any adult who for whatever reason lacks primary and lower secondary education has the right to free education.
Description
If you are above school age and are in need of primary and lower secondary education, you have the right to such education and can apply for it. The schooling usually focuses on the subjects you need to obtain a certificate for completed primary and secondary education for adults. The schooling will be tailored to your needs. This applies to the scope, duration and scheduling of class. Adults will not be placed in regular classes with children and young people.

Time taken to consider the application
The municipality will process the case as soon as possible. If a decision cannot be reached on the case within one month, you will receive a written message stating the reason as to why. You will also be informed of when the decision is expected to be made.
Although individuals have the right to education, the municipality must have a reasonable period of time to plan the service. This means that applicants must accept that it may take some time before the education programme is established.
Possibilities to appeal; procedure
If you are dissatisfied with the decision, you can appeal to the municipality within three weeks from the date on which you received it. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need guidance, you can enquire with the municipality. If the municipality upholds its decision, the case will be passed on to the county governor, who will determine whether the appeal should be sustained.
